What is the 'Free Flow' system
The Free Flow payment system allows toll collection without stopping or slowing down at barriers thanks to the identification and classification of vehicles as they pass under the detection portals. The amount due is calculated automatically on the basis of the stretch of motorway travelled. The Free Flow system brings about considerable advantages in terms of safety and sustainability: it eliminates queues and delays that are risk factors and cause polluting emissions.
When and where will the new Free Flow payment system be active?
Free Flow system portals will be activated on the “Ospitaletto – Montichiari” junction from 12/02/2026, and will be used for toll collection from 01/03/2026. Until that date, nothing changes for users.

What does a payment portal look like? Is it easy to recognise?
Signs placed along the motorway section and near the portals alert users to the presence of the portals. Each portal is numbered and so clearly identifiable. The physical structure of the portal does not interfere with the motorway axis in any way, so it remains free from barriers or lane restrictions to channel traffic.
What should I do when passing under a portal?
Passing under the portal does not require any particular action on the part of users, who can continue their journey without changing speed. Vehicle recognition by the portal occurs automatically regardless of the lane occupied by the vehicle, including the emergency lane. Therefore, users do not have to position themselves in a specific lane.
How does the identification of vehicles in transit work?
Portals are equipped with technological systems that make it possible to recognise the passage of vehicles by detecting and aggregating different types of information, such as volume and number plate reading. Their operation is guaranteed in all weather and lighting conditions, meaning they are operational 24 hours a day.
Is the passage under a portal signalled?
If you have an electronic toll device (such as AS24, Axxés, DKV, Telepass, Toll Ticket, Unipol) in your vehicle, it may emit a sound notification.
Vehicle identification is still successful even in the absence of such a notification.
Are there any differences for different types of vehicles?
Free Flow detects all types of vehicles in transit using a classification system based on size criteria: the differentiation of vehicles is based on volume, recording their length, width and height. Click here to view the classification system.
What rates are applied?
Just like on the rest of the network, tolls in the Free Flow toll collection system are equivalent to the ratio between the unit rates per kilometre (approved by an Interministerial Decree) and the section under consideration, increased by a supplementary fee (the so-called additional fee) to be paid to ANAS pursuant to Article 19, paragraph 9 bis of Law Decree 78/2009 converted with amendments by Law 102/2009 and Article 15, paragraph 4 of Law Decree 78/2010 converted with amendments by Law 122/2010. VAT at the current rate is added to this amount, without any final rounding. Unit rates are commensurate with the characteristics of the infrastructure and the type of vehicle used according to its volumetric dimensions.
Unit rates are periodically updated according to the formula established in the existing concession agreement between the Ministry of Infrastructure and Transport and the Autovia Padana concessionaire. The annual increase in unit rates applies to all tolled motorway sections operated by Autovia Padana.

Will I receive a total charge or one for each portal?
The system aggregates user journeys according to the passage under the individual portals and the junctions travelled.
The amount to be paid is the total amount of journeys travelled and not yet settled.
What are the payment methods available?
It is possible to pay in several ways.
Users who have an electronic toll device in their vehicle will be automatically identified by the lanes and the toll will be charged as agreed with the service provider.
People who do not use electronic toll collection devices will be able to pay within 15 days through the FreeFlow A21 App downloadable from Apple’s App Store and the Google Play Store, or through a specific platform, by registering with the Conto Targa system or as an occasional user.
In addition, it will be possible to settle the toll at the Info Point located at the offices of the A21 concessionaire near the Brescia Sud tollgate.

Transits will be available within 24 hours of the motorway journey.
Once 15 days have elapsed without payment, a reminder is sent with collection, validation and postal charges, and the administrative sanctions provided for in Article 176 paragraphs 11 and 21 of the Highway Code will be applied.
How do those who do not have a Telepass or other electronic device pay?
Those who do not have an electronic toll collection device can pay online within 15 days of passing through the toll booth by registering with the Conto Targa system or regularizing their position as occasional users. Motorway transits will be visible for payment within 24 hours of transit.

Are there any concessions?
Residents of the municipality of Brescia and municipalities bordering the ring road who have a license plate account or an electronic toll collection device are eligible for discounts on tolls for Class 1 or Class 2 journeys, subject to specific request and proof of residence. Does the resident discount also apply to companies with registered offices in a municipality covered by the Agreement?
The resident discount is intended for citizens, natural persons, who reside in the municipalities listed on the Discounts and Benefits page; it is not available to legal entities.
I am a user (natural person) residing in a municipality for which the subsidy is available. Which vehicles can I associate with a Conto Targa account?
Residents who activate a Conto Targa account can associate not only class 1 and 2 vehicles they own, but also those they use and for which they have obtained authorization from third parties, using the forms that can be downloaded from the website.
The third party may be:
- The owner of the associated vehicle;
- The holder of a long-term rental contract for the vehicle.
Resident applicants may also associate a company vehicle used as an employee, provided they have a letter of assignment/authorization for company use of the vehicle as a result of their employment relationship.
Is it possible to associate a vehicle equipped with electronic toll collection with a Conto Targa ?
This is not possible, except for electronic toll collection contracts that allow you to deactivate payment on Free Flow routes. We recommend checking with your electronic toll collection service provider.
Where can I find the electronic toll collection device number, known as PAN, to include in the resident discount application?
For Telepass customers
from the Reserved Area or from the Tlp App, follow these steps:
For the Reserved Area: Telepass → Contract → Telepass device, where you can check the number.
For the App: TLP Vehicles → Device, where you can check the number.
For Unipol Move customers
You can retrieve the number by accessing your reserved area: UnipolMove App, following the path: Services → Electronic toll collection → Devices or from the web page on the home page within the “Your devices” card or in your profile by following the path: Your profile → Your devices.
The PAN is also shown on your invoice.
It consists of 20 characters and begins with “63891600”.
For DKV customers
The PAN code is usually printed on the back of the device itself.
It consists of 19 characters and begins with “917043”.
